KPA Managing Director Capt. William Ruto says this will double berth productivity and reduce ship working time at berth by nearly 40 percent.

Mombasa County ODM leaders have threatened to go back to the streets and lead the anti-government protests if the planned bi-partisan talks between the opposition and Kenya Kwanza fail.

Speaking in Bomu Stadium, Changamwe, the leaders said they are keenly watching how the talks will go and the willingness by the Kenya Kwanza government to address they (Azimio) have raised.

Mombasa Women Representative Zamzam Mohammed called on Azimio la Umoja One Kenya coalition party leader Raila Odinga to remain steadfast arguing that Kenyans are depending on him to help them against the current high cost of living facing the country.

"Kenyans are suffering, Kenyans are complaining everywhere because of the high cost of living, Raila Odinga is our only saviour, he has fought so hard before and we believe this time he will also do the same for Kenyans" she said.

Adding" If the Kenya Kwanza side will not be serious with the talks and it fails, we are ready to go back to the streets and demonstrate."

Zamzam called on Deputy President to Rigathi Gachagua to stay away from the planned talks saying he is likely to contribute to the failure of the talks.

"To Gachagua, Kenyans only voted Ruto and Raila and not you so just stay away from this talks. We don't want you to intefere with the talks, let the two gentlemen decide" argued Zamzam

On her part Likoni Mp Mishi Mboko said the Azimio side will stick to it's initial agenda of the high cost of living.

"No one should decide for the other side, let everyone come to the table with their agenda. As Azimio, our irreducible minimum is the high cost of living" said Mboko.

The Azimio side is led by Wiper leader Kalonzo Musyoka while the Kenya Kwanza side by the National Assembly Majority Leader Kimani Ichung'wah.

Speaking at the same event, Chanagmwe Mp Omar Mwinyi cautioned Kenya Kwanza leaders against what he termed as 'reckless' words saying they are likely to affect the talks.

On Saturday, Azimio leader Raila Odinga stated that he will direct his supporters to take to the streets next month in protest if the talks fail.

"Nimesema sisi kama wana-Azimio, tuko tayari kuongea, tutaongea na tunapatia wale jamaa siku thelathini kuongea. Baada ya siku thelathini kama jamaa bado amekaa ngumu ntatoa amri ingine. Lakini tumepea tume ambayo inaongezwa na Kalonzo Musyoka nafasi ya kuongea na wale kutoka ile ng'ambo ingine," he said.

Adding ""Tunanongea bila masharti; wao vile vile wasitoe masharti kwetu. Lakini wasipokuwa tayari kuongea na kukubaliana na sisi vile tunataka tunasema baada ya siku 30 Wakenya watachukua hatua tofauti."

A section of Mijikenda elders has come out to laud Kenya Ports Authority (KPA) Managing Director William Ruto for the 'good' work he is doing at the authority.

The elders noted that the work by Ruto has boosted morale and motivation for KPA workers.

Addressing members of the press in Mombasa the elders led by Patrick Mangale noted that KPA has made great improvement in terms of service delivery since Ruto took over the position of the MD.

"Since his appointment in March 2023, the port has been experiencing a spate of high moves in TEUS and one of the latest being the fastest handling of MV Lana with 1548 containers within a shift of 8 hours " said Mangale.

Adding " Within a short while in office captain Ruto has demonstrated his ability , competence and hard work to improve and expand the port to create more jobs for the youths who are languishing in joblessness. Already he is busy fast tracking the upgrade of Shimoni fish port, the completion of Dongo Kundu and full operationalization of the Kisumu and Lamu ports."

The elders also took issue with what they term rumours circulating that members of the community are against the MD.

Mangale charged "We express our full and unwavering support for him (Ruto) and call upon our leaders to the same and stop playing tribal politics, those rumours doing rounds are not true. KPA is a public asset where every Kenyan irrespective of their tribe qualifies to be appointed as MD as long as they meet the criteria and standards as set out by the appointing authority"

On his part another elder Ali Bege, accused those spreading the rumours and a section of politicians of being selfish.

"We need to stand united. Let us avoid people who want to separate us just because of their selfish reasons. Those spreading the rumours are selfish and have their own hidden agenda" said Bege.

Adding " If things improve at the port as they have currently it is our sons and daughters who benefit but if we continue with fights then we are the ones to suffer so let us be careful."

The elders further lauded president William Ruto for appointing former Kinango Mp Benjamin Tayari as the KPA Board Chairman arguing that he was the right choice .

Behave As A Statesman, Mp Mwinyi Tells Ruto

Chanagmwe Mp Omar Mwinyi has asked President William Ruto to desist from attacking retired president Uhuru Kenyatta and opposition leader Raila Odinga.

Mwinyi noted that President Ruto is a statesman and should desist from making statements that will cause stir and hatred among Kenyans.

Speaking at Bomu stadium on Saturday, Mwinyi called on President Ruto also caution Mps allied to his UDA party against making 'reckless' statements.

"Why should make statements that will hurt fifty percent of the population of Kenya. What picture are you showing to our Children when you keen on attacking fellow leaders. You are a statesman, act like one' said Mwinyi.

Adding " Just take a good example of our neighbours Tanzania, have you heard any politician or leader attacking former presidents like Mzee Mwinyi?, it never happens, they have alot of respect for their former presidents, we should emulate them".

The Mp also took issue with Deputy President Rigathi Gachagua saying it his high time that he watches careful the words he speaks in public functions.

"Everytime the DP speaks you just feel that he is the wrong person for the job, his words create divisions instead of uniting Kenyans. He should be the last person to speak on behalf of the government" argued Mwinyi,

Mwinyi further called on President Ruto to rethink about the team he chose to represent him in the bipartisan talks with the Azimio side.

Mwinyi argued "I think the president should have gone for elders and not this young politicians, this young politicians are not sober and lack wisdom.. I doubt if there is something meaningful that will come out of them."

The Kenya Kwanza coalition has unveiled its five-member team that will dialogue with the opposition side, Azimio.

In a statement on Wednesday, August 2, the ruling coalition nominated National Assembly Majority Leader Kimani Ichung’wah, Senate Majority Leader Aaron Cheruiyot, Embu Governor Cecily Mbarire, EALA MP Hassan Omar and Bungoma Women Rep Catherine Wambilianga to the dialogue committee.

“As agreed, there shall be no discussion of whatever nature on matters handshake or nusu mkate,”  reads part of the statement

The Kenya Kwanza team will join those picked by Opposition leader Raila Odinga's Azimio camp for expanded bipartisan talks.

The Azimio team include the leader of the Minority Party, National Assembly Opiyo Wandayi, DAP Party Leader Eugene Wamalwa, Nyamira Senator Okong’o Omogeni, and Malindi MP Amina Mnyazi.

Both sides have unveiled parallel issues that could be part of the agenda for the talks.

Kenya Kwanza has listed five issues, the re-constitution of the electoral agency IEBC, implementation of the two-thirds gender rule and the entrenchment of the CDF in the Constitution.

Others are entrenching in the law the position of Leader of the Official Opposition and that of Prime Cabinet Secretary.

On i'ts side, the Azimio team has listed the cost of living, audit of 2022 polls, reconstitution of IEBC, inclusivity in national affairs and respect for political parties in line with the Constitution.

Former Nigerian President Olusegun Obasanjo will facilitate the talks between the two coalitions.

Prime Cabinet Secretary, Musalia Mudavadi has said it is time to act decisively to end rampant corruption in the public service, affirming that the Executive is ready to do its part.

Mudavadi called for the need to identify the missing links in bringing culprits to account, saying that the criminal justice system must also save the country from this persistent agony.

“The public is tired of our persistent appeals, pleas, remonstrations and threats against corruption. It is time to act and act decisively to end this scourge, especially the temptations in the public service. We must require all agencies in the criminal justice system to save us the agony. They must do Kenyans justice. And this is not weaponizing state agencies against anyone. All we are asking them to do is work without doubt, fear or favour,” Mudavadi said.

“Kenya’s overall development agenda as espoused in the Kenya Vision 2030 is dependent on a Public Service that is citizen-focused, results-oriented, efficient, motivated; and foremost, corruption-free.” he pointed out.

He was speaking at State House on Tuesday during the signing of the performance contracting for Ministries for Financial Year 2023/24 presided over by President William Ruto.

Mudavadi said the performance contracts signed are the first, under President William Ruto’s administration, with budgets aligned to specific programmes and projects under the Medium-Term Plan (IV) and anchored on the Bottom-Up Economic Transformation Agenda (BeTA) sector priorities.

This he says ensures synergy between budgetary resources and specific targeted deliveries. The contracts provide linkages between planning, budgeting and clear deliverables as expected under every Ministry, State Department or Agency.

“Sustained implementation of performance contracts should enable public institutions re-focus on improving institutional governance and efficient use of public resources, leading to effective service delivery as demanded by the Constitution.” affirmed Mudavadi.

“Executive Order No. 1 of 2023, entrusts my Office with co-ordination of performance management in the Public Service. Since then, I have made several promissory pronouncements regarding the public service we envision for Kenya,” he added.

He said his office has initiated development of a Public Service Performance Management Bill, which seeks to streamline and standardize performance management in the public sector.

It is expected to provide a framework for rewarding meritocracy and performance, while fawning on ineptitude and discouraging non-performance.

“This is the first time public service performance management will be anchored in law. The introduction of Performance Contracts in the Public Service gives credence to adage that, “What Gets Measured Gets Done”. he said.

According to him, the performance contracting process has been automated through the development and rolling out of the Government Performance Contracting Information System (GPCIS), which has made the process fully web-based thus minimizing the need for lengthy inter-personal interventions, and consequently saving valuable management time.

He said the optimal deployment of the human resource in the public service will gain immensely from this Bill as it intends to give legal backing to officers who toil without reward or promotion.

“Even as we demand optimal output from our public service, we must urgently cure lack of career progression and almost life-long acting in positions. It is evident that acting in a position for long durations demotivates public service officers,” he said.

In tandem with performance management, he said public sector reforms are vital to a government that is responsive, efficient and citizen centric.

He said these reforms aim to transform public institutions, streamline processes, eliminate bureaucratic hurdles and enhance governance and service delivery.

“It is clear in my mind that by undertaking these reforms, we are creating an enabling environment that fosters economic growth, attracts investments and improves the quality of life for all Kenyans,” he noted.

To effectively implement performance management, productivity mainstreaming and public sector reforms, he called for the need to adopt a multi-faceted approach.

Embracing a culture of continuous learning, professionalism and perfection, will enhance effectiveness and efficiency in Ministries, Departments and Agencies (MDAs).

For this reason, he said the Government will ensure regular monitoring, evaluation and reporting of progress to assist in identifying areas in need of improvement and take corrective actions.

“Transformation of performance management will create efficiency through investment in state-of-the-art technologies, providing training and capacity-building opportunities. It will augment a culture of collaboration and knowledge sharing, and shear off the existing silo mentality. By harnessing the power of digital transformation, we can automate processes, reduce redundancies and maximize productivity,” he added.

The performance contracts signed have been deliberately designed to incorporate priority programmes and projects contained in the Fourth Medium Term Plan (MTP IV) 2023-2027 and national development priorities in the five BeTA sectors to be implemented by MDAs during this financial year.

The remaining performance contracts will be finalized, signed and cascaded to other levels to facilitate timely implementation of commitments captured in the contracts for this financial year.
